President
Michael has been President of INSTEX since August 2019. He has experience in Middle East matters (German Ambassador to Egypt from 2009-2014) and conflict resolution issues. He is a lawyer in Public International Law and speaks German, English, Spanish and French.
Marie-Noëlle LOEWE
Chief Operating Officer/Deputy General Manager
Marie-Noëlle is the Chief Operating Officer. She heads the back office functions at INSTEX SAS and is further responsible for shareholder relations and communications. She has over 15 years’ experience in the British and French public and private sector, having worked, amongst others, at the Financial Conduct Authority in London and the French Banking Federation in Paris. Marie-Noëlle has a Masters Degree in Sociology from the University of Münster (Germany) and an Msc in Middle East Politics from Birkbeck University in London. She is fluent in English, French and German.

Stephen FALLON
Chief Compliance Officer/Deputy General Manager
Stephen is the Chief Compliance Officer of INSTEX SAS. He has worked in and dealt with Middle East markets for a decade as a consultant and banker in various financial crime compliance and investigative roles. He is a subject matter expert and frequent presenter on topics of financial and economic sanctions, financial crime compliance, and the interplay between foreign policy, finance, and economic sovereignty. Stephen holds master degrees in Military Science (KCL) and History (TCD).

Rossella RUBINI
Chief Business Officer
Rossella heads the front-office functions at INSTEX as its Chief Business Officer. She is responsible for advising companies interested in trading with Iran and using the INSTEX mechanism, by understanding their needs, past experiences and current operational challenges. Rossella manages INSTEX’ portfolio, comprised of a large range of companies from SMEs to large MNCs in different industry sectors. In doing so, Rossella maintains relations with chambers of commerce, business associations and international organisations in order to expand INSTEX’ reach and network within the business community. Rossella has a background in banking, holds a Politics, Philosophy and Economics degree from the University of York, and is fluent in English, Italian and French.

Rémi CABARISTE
Financial Controller
Rémi is coming from BNP Paribas where he held a position within the Corporate Development team for the last five years. He had significant exposure to corporate cross-border deals, strategic reviews and Group practices. Rémi also held financial positions within SwissLife and Morgan Stanley as a Financial Controller.

Christian WEIDENHILLER
Head of KYC
Christian is the Head of KYC at INSTEX. He has previously worked as a consultant in forensic services with a strong focus on due diligence in Middle East markets, including Iran. He holds a master’s degree in Economics and Business from the Institut d’études politiques de Paris (Sciences Po), having also spent one academic year each at Cairo University, the International Center for Persian Studies at the University of Tehran, and the Higher School of Economics in St. Petersburg. Christian speaks German, English, French, Arabic, Persian and Russian.

Elisabeth MORAIS
Office Manager
Elisabeth is the Office Manager at Instex SAS .She assists in the development and implementation of firm policies and procedures and manages day-to-day operations of the Paris office.
She has worked as a manager for 10 years, supports the Team’s professional development and the achievement of objectives. She has administrative experience in Office Management, Human Resources, and Accounting.
